About VA MISSION Act, Section 403:

The John S. McCain III, Daniel K. Akaka, and Samuel R. Johnson VA Maintaining Internal Systems and Strengthening Integrated Outside Network (MISSION) Act of 2018 (Public Law 115-182) Section 403 establishes the Pilot Program on Graduate Medical Education and Residency (PPGMER), which aims to improve health care access for Veterans and others living in rural and underserved regions. The program provides funding to support resident physician rotations and new graduate medical education (GME) programs at high-priority locations including facilities operated by Indian Health Service, Indian Tribes or Tribal organizations. Other health care facilities located in areas designated by VA as underserved, Federally Qualified Health Center programs, and those operated by the Department of Defense are also eligible to participate in the pilot.

The pilot program is authorized to reimburse the stipends and benefits of 100 individual resident physicians from accredited GME training programs while rotating in these facilities.

The program is also authorized to reimburse some costs associated with establishing new residency programs in these facilities.

VA has authorized reimbursement for sponsoring institutions outlined below for academic year 20205-2026 rotations at covered facilities. VA will be issuing additional requests for proposals to solicit the interest of academic institutions and programs participating in the pilot.
