Request for Proposal | Pilot Program for Graduate Medical Education and Residency | Under Mission Act Section 403 | Academic Year 2026-2027

The Department of Veterans Affairs (VA), Office of Academic Affiliations (OAA) has issued a Request for Proposal (RFP) for the VA Pilot Program on Graduate Medical Education and Residency (PPGMER).  The RFP is offered under John S. McCain III, Daniel K. Akaka, and Samuel R. Johnson VA Maintaining Internal Systems and Strengthening Integrated Outside Networks (MISSION) Act of 2018, P.L. 115-182 §403. 

The RFP announcement provides information to Accreditation Council for Graduate Medical Education (ACGME) Sponsoring Institutions (SI) about program requirements and procedures to apply for VA’s PPGMER. The pilot program provides funding to support resident physician rotations at facilities operated by Indian Health Service (IHS), Indian Tribes, or Tribal organizations. Other health care facilities located in areas designated by VA as underserved, Federally Qualified Health Center (FQHC) programs, and those operated by the Department of Defense are also eligible as rotation sites. NOTE: Per the MISSION Act Section 403 Final Rule, VA will not use this program to increase resident positions at VA facilities.
