Subject: Class Deviation from FAR 2.101 Definition for Micro-Purchase Threshold with Respect to RFO FAR 12.403(a)(1), The Governmentwide Commercial Purchase Card
Purpose: Inform the VA acquisition workforce that a class deviation from the Federal Acquisition Regulation (FAR) 2.101 definition for “micro-purchase threshold” has been issued to allow use of the Governmentwide commercial purchase card in accordance with Revolutionary FAR Overhaul (RFO) FAR 12.403 for payment of prosthetics to provide patient care, and as authorized by 38 U.S.C 8123 and VAAR 801.104-70, in an amount not to exceed $500,000.

Background: RFO FAR 12.403 allows use of the Governmentwide commercial purchase card in making micro-purchases of supplies, services, or construction for purchases when authorized by law or regulation. Per FAR 2.101, micro-purchase threshold generally means $15,000.
Applicability: The procurement of prosthetics and related services.
Action Required: The VA acquisition workforce must comply with the deviated FAR text.
