About the office

The Office of Logistics and Supply Chain Management (LSCM) is responsible for VA logistics policy development, oversight, coordination, and human capital support.  LSCM strengthens the operational capabilities of the Department of Veterans Affairs across its Administrations and Offices by providing leadership and management of programmatic and oversight duties related to logistics and Supply Chain.   This includes VA logistics and supply chain Directives and Handbooks, VA internal procedures, guidance, and instruction (PGI), fostering collaboration and information sharing across the Enterprise, the VA Utilization and Disposition program, internal controls and compliance activities, assisting in mitigating supply chain risk, VA Cataloging efforts of personal property, Activity Address Codes and quality assurance.

Services

LSCM PPGI plays a critical role in shaping the strategic, regulatory and operational framework which guides the VA Supply Chain.  PPGI creates and maintains VA standards which facilitate adherence to Federal laws, statutes, and executive orders while ensuring alignment with organizational strategy, legal requirements and industry best practices.   

Activities are focused on key functions aligning to the OALC 2026-2029 long range Plan that include the development of communications for policy modifications and education; drive the efficiency, transparency, and data driven decision making; Monitor legal and regulatory changes staying current with evolving mandates from OMB, GAO, Presidential Orders; and Serve as an authoritative source of information, advising and assisting VA components in applying and implementing Logistics and Supply Chain Policies.

Supply Chain Management

The Supply Chain Management Division focuses on modernizing the VA supply chain business practices into an Enterprise framework while reducing unnecessary variation creating a Best-in-Class Federal supply chain model.  

Some of the activities that the office focuses on include supporting standard business processes across the Enterprise; Improving VA’s supply chain maturity; Researching Federal and industry best practices for supply chain optimalization; Supporting multilevel decision making for organizational change management; and Ensuring VA supply chain modernization efforts align with VA priorities and meet Veteran needs today and in the future among others.

Oversight

The Oversight Division provides strategic evaluation and continuous monitoring of VA logistics and supply chain programs to ensure alignment with the Department’s mission and Enterprise objectives. Through rigorous oversight, the Division identifies risks, ensures policy compliance, and drives accountability across operations. It incorporates industry benchmarking and data-driven analysis to promote best-in-class, efficient, and effective logistics and supply chain practices. Additionally, the Division sustains critical infrastructure by managing category stock numbers and activity address codes, ensuring operational readiness and supply chain data integrity across the VA enterprise. 

The oversight team evaluates the effectiveness of logistics key performance indicators (KPIs). These reviews ensure that all logistics functions adhere to OMB Circular A-123 and GAO-14-704G standards. The oversight team uses the Logistics Management Review (LMR) as an essential tool for identifying risks, strengthening internal controls, and enhancing logistics operations across the enterprise.  Additionally, the Division sustains critical infrastructure by managing category stock numbers (CSNs) and activity address codes (AACs), ensuring operational readiness and supply chain data integrity across the VA enterprise.
