Overview
As the Federal Government’s largest civilian agency, the Department of Veterans Affairs (VA) operates from many locations throughout the United States. To create an efficient acquisition process throughout the Department, VA designated the Electronic Contract Management System (eCMS) as the enterprise system of record for contract management of VA acquisitions. This system houses VA procurement and contracting data and provides lifecycle contract management capabilities and processes. The eCMS system consists of both Commercial-off-the-Shelf (COTS) and Government off-the-Shelf (GOTS)-based software.

EASS strategically leverages acquisition systems and procurement data to empower the VA Acquisition Workforce to enhance operational efficiency in the delivery of reliable products and services for veterans and families, caregivers, and survivors.

Federal Procurement Data System (FDPS) – Next Generation FDPS is the single authoritative repository for Federal procurement award data.
Contractor Performance Assessment Reporting (CPARS) CPARS hosts a suite of web-enabled applications that are used to document contractor and grantee performance information that is required by Federal Regulations.
System for Award Management (SAM) The SAM combines Federal procurement systems and the Catalog of Federal Domestic Assistance into one system.
VA Electronic Contract Management System (eCMS)/Vendor Portal eCMS is a comprehensive tool used by VA Acquisition staff to create and manage VA acquisitions.
