Procurement Policy and Warrant Management Service
Overview
The Procurement Policy and Warrant Management Service (PPS) is responsible for all Procurement Policy matters at the Department of Veterans Affairs (VA) and with monitoring the overall health of the Department’s Warrant Management Program.
Services
- Responsible for development of procurement policy at VA including updates to the VA Acquisition Regulation (VAAR) and Issuance of guidance and information.
- Review and analyze existing VA policy and guidance to determine accuracy, relevance, and necessity
- Review and comment on various procurement documents, prepare the Service Contract Inventory (SCI) Analysis Report, and review the impact of legislative changes and Federal Procurement regulatory changes
- Monitor the Warrant Management Program by conducting periodic reviews of contracting officer appointment documents to ensure compliance with the Federal Acquisition Regulation (FAR), the VAAR, the VA Acquisition Manual (VAAM), and other policy requirements.
- Maintain the automated Warrant Management System for warrant issuance.

Regulatory Deviations
A deviation is the issuance or use of a policy, procedure, solicitation provision, contract clause, method, or practice of conducting acquisition actions of any kind at any stage of the acquisition process that is inconsistent with the Federal Acquisition Regulation (FAR) or VA Acquisition Regulation (VAAR). A deviation is either from the FAR or VAAR and may be either an individual or class deviation. An individual deviation affects only one contract action, while a class deviation affects more than one contract action. Deviations are processed in accordance with FAR 1.400, Deviations from the FAR; VAAR 801.4, Deviations from the FAR or VAAR.

Procurement Policy Memorandums
The Procurement Policy Memorandum (PPM) was the Department of Veterans Affairs (VA) method of communicating procedural guidance and policy prescriptions to the acquisition workforce. PPMs replaced the Information Letters (ILs), Policy Letters, and other documents VA used in the past to disseminate this information.

Acquisition Policy Flash Index
Acquisition Policy Flashes are used to communicate useful information such as Class Deviations, Office of Federal Procurement Policy (OFPP) Guidance, Federal Acquisition Regulation (FAR) Cases, and other information that has the potential to impact day-to-day procurement operations within VA. Acquisition Policy Flashes can be either stand-alone or introductory documents that communicate and disseminate procedures, guidance, and information to VA’s acquisition workforce. They can also be used to distribute policy changes contained within Procurement Memorandums.
The table below lists the Acquisition Policy Flashes that have been issued by the Procurement Policy Service (PPS) and Procurement, Guidance and Information Service (PGIS) and links to those that are still active. If you have any questions regarding these or past Acquisition Policy Flashes, please email the corresponding office noted on the Flash, PPS or PGIS. VA Service Contract Inventory (SCI) Analysis Reports
Section 743 of Division C of the FY 2010 Consolidated Appropriations Act, P.L. 111-117 requires civilian agencies subject to the Federal Activities Inventory Reform Act of 1998 (Public Law 105-270; 31 U.S.C. 501) to prepare an annual inventory of their service contracts. The Office of Management and Budget (OMB) issued guidance on November 5, 2010, and December 19, 2011, to agencies about developing and analyzing service contract inventories. In accordance with the OMB guidance, VA SCI Analysis Reports are provided below. VA service contract inventories for recent years are available at Acquisition.gov, where the Government-wide inventory can be filtered to display the Department of Veterans Affairs inventory data.
