Federal Benefits Open Season

The Federal Benefits Open Season for the Federal Employees Health Benefits Program (FEHB), Federal Employees Dental and Vision Insurance Program (FEDVIP) and the Federal Flexible Spending Account Program (FSAFEDS) will run from Monday November 10, 2025 thru Monday December 8, 2025.
Open Season is held annually in accordance with 5 CFR 890.301(f) and provides the opportunity for federal employees to make changes to their Federal Employees Health Benefits (FEHB) Program, Federal Employees Dental and Vision (FEDVIP) Program, and Federal Employees Flexible Spending Account (FSAFEDS) for the upcoming year.
If you do not want to change your FEHB or FEDVIP, you do not have to take any actions, your current enrollments will rollover into 2026. If you are an active VA employee and would like to change your FEHB health insurance, you now have three options to make changes this open season:
- The Employees Benefit Self Service – a refreshed, modernized interface allowing VA employees to easily manage their benefit selections, both during a Qualifying Life Event (QLE) or during the 2025 FEHB Open Season. To make your benefit selections using Employee Benefit Self Service, and follow the Open Season prompts. *This option can only be accessed within the VA Firewall.
- Employees can make changes online in their DFAS MyPay account.
- Employees can make changes by submitting a SF-2809 to their servicing HR office.
The effective date of your FEHB change will be January 11, 2026.
If you wish to make changes to your FEDVIP plan(s) or enroll please log onto www.benefeds.gov, the enrollment effective date is January 1, 2026.
If you want to continue participation in the FSAFEDS program, you must re-enroll during Open Season for 2026. To enroll in the FSAFEDS Program you must log onto www.fsafeds.gov. The effective date of enrollment is January 1, 2026.

May an employee use government equipment during a shutdown furlough?
Yes, an employee may use government equipment for reasons such as:
- Accessing their personal employee records;
- Completing a background investigation;
- Checking the status of the shutdown furlough;
- Checking for any Reduction in Force (RIF) updates, or providing additional RIF information;
- Updating personal contact information;
- Completing or submitting Federal Employee Health Benefit changes; and
- Completing or submitting a retirement application.
