The GPD National Program Office has fully implemented the increased per diem rates offered through September 30, 2027, under the Senator Elizabeth Dole 21st Century Veterans Healthcare and Benefits Improvement Act (P.L. 118-210). GPD Per diem Only (PDO), Service Center (SC) and Transition in Place (TIP) grantees have the option to apply for a waiver of per diem of up to 200% of the State Home Rate Maximum during open windows of availability. The open window for current grantees with open awards to apply for a waiver up to 200% is now closed, however, waiver requests up to 200% will be considered on a case-by-case basis, until the 50 percent cap of eligible grantees is reached or until funds are no longer available. Grantees may continue to submit regular per diem rate modification requests for up to 133% of the current State Home rate.
On January 2, 2025, the President signed into law the Senator Elizabeth Dole 21st Century Veterans Healthcare and Benefits Improvement Act (P.L. 118-120). Subject to funding availability, the legislation allows Per Diem Only and Service Center grantees to request up to 133% of the current State Home rate through FY 2027.
Per P.L. 116-315, the Per Diem Rate Request forms below have been modified to allow for additional costs (up to $10,000) associated with HMIS.
Per P.L. 116-315, the maximum authorized per diem rate will not be lower than $49.91 which is the rate in effect immediately preceding the date of enactment of the law on January 5, 2021. For current maximum rates, refer to the table below.
