HMIS & Data Reporting

SSVF Grantee Data Collection

Per the SSVF Final Rule, grantees are required to enter data into the Homeless Management Information System (HMIS). This data consists of information on participants served and the types of supportive services provided by the grantees. Grantees are required to export client-level data for activities funded by the SSVF Program to the VA Repository on a monthly basis.

The reporting requirements in 38 CFR 62.71 have been designed to provide VA with the information required to assess the outcomes associated with grantees’ programs. As a result of this, VA anticipates grantees’ programs will assist in reducing the number of Veteran families who are homeless or at risk of homelessness. SSVF grantees will enter Universal Data Elements as identified by Housing and Urban Development (HUD) requirements in addition to VA specific data elements. HMIS Defined

An HMIS is a community-based application that collects and reports on the characteristics and needs of people who are served by programs intended to prevent and end homelessness in a particular geographic area or Continuum of Care (CoC). VA is committed to HMIS participation by VA-funded homeless assistance providers to support community-based service planning and coordination for Veterans and others experiencing homelessness or are at risk of experiencing homelessness.

Electronic Grants Management System (eGMS)

The SSVF Program Office will transitioned from the previous grants management system, UDPaaS, as of May 8, 2026. Current users and applicants will need to register in the new eGMS system to continue access your grant applicaitons and activities. Instructions will be sent prior to May 8, 2026 to current grantees and applicants on steps to complete for registration.
