About the Center
The Department of Veterans Affairs Technology Acquisition Center (TAC), headquartered in Eatontown, New Jersey, is a multi-disciplined organization of acquisition professionals and support staff which provides streamlined business and contracting solutions for a variety of major Information Technology (IT) programs. The TAC leverages its Procurement, Engineering, and Operations Divisions to provide its customers with innovative acquisition guidance in support of their complex IT procurement needs.
Acquisition Opportunities
The TAC believes having a strong relationship with our industry partners is a key to success. Having constructive and open dialogue with industry at the appropriate time allows for information sharing and enhances the quality of the requirements executed by acquisition centers.

TAC utilizes the Acquisition Gateway’s Forecast of Contracting Opportunities tool to publish advanced planning of upcoming procurement opportunities. This Forecast Tool represents the TAC’s best estimate of opportunities and the information is published for planning purposes only. It is not an invitation for bids, a request for proposals, or any commitment by VA to purchase products or services. Each acquisition is based on the best information available at the time of publication and may be revised or canceled at any time.

Contracts, Services, and TAC Success
Transformation Twenty-One Total Technology Next Generation (T4NG) Contract
This is VA’s Enterprise Contract for IT Services and is designed to provide a streamlined acquisition process for IT services, software, and IT products incidental to the solution. The T4NG contract achieved cost efficiencies for VA estimated at $714.42M in FY24 and $4.36B since contract inception (as of 9/30/2024).

T4NG is an enterprise contractual solution covering a wide range of Information Technology (IT) and Health IT services, including program management and strategic planning, systems and software engineering, enterprise networks, cyber security, operations and maintenance. Effective June 25, 2018, the T4NG contract was designated a Tier 2 Contract Vehicle supporting category management principles while giving agencies another opportunity for Spend Under Management (SUM) credit.
Veterans Employment
As a result of the Veterans Employment Source Selection Evaluation Criterion used during T4NG contract source selections, over 50,000 Veterans have gained or maintained employment by T4NG Prime Contractors thanks to this Factor utilized under T4NG. This represents an increase of over 40,000 Veterans employed since the T4NG contracts were awarded in 2016!
Financial Management Business Transformation (FMBT)
VA is modernizing its 30-year-old legacy core Financial Management Systems (FMS). FMBT will allow for the procurement of a full range of integrated program management services to support the missions of the FMBT Program, the Office of Management, Office of Information and Technology, Financial Services Center, and Office of Acquisition and Logistics. Dedicated TAC support includes Contracting, Engineering, Cost and Pricing, and Legal support.
Electronic Health Record Modernization (EHRM)
A single award, indefinite-delivery, indefinite-quantity contract established to include scope in the areas of project management, training, testing, deployment services, and other solutions encompassing the entire range of Electronic Health Record (EHR) requirements, to include sustainment, hosting, software, and hardware incidental to the solution.

This contract transforms how VA delivers health care by implementing an enterprise-wide electronic health record (EHR) to standardize care across facilities, strengthen interoperability and collaboration with federal and community partners, foster innovation, improve provider and Veteran experiences, and ensure the continued delivery of high-quality, safe, and efficient health care to the nation’s Veterans.
SPRUCE (Secure, Performant, Reliable, and User-Centered Experiences)
This contract connects the Agency with niche Service-disabled Veteran-owned Small Businesses (SDVOSBs) that can deliver high-quality, digital products following modern best practices to improve service delivery to Veterans.
National Local Exchange Carrier – Next Generation (NLEC-NG)
VA established contract suite allows for centralized management of VA local telephone services in turn reducing recurring costs at the enterprise level.
Enterprise-Wide Cloud Capacity and Services
This contract includes Amazon Web Services Infrastructure as a Service, Platform as a Service, and Software as a Service for existing programs/projects that are currently in the cloud as well as new programs/projects that will be migrated to the cloud.
Microsoft Enterprise License Agreement (ELA)
This ELA provides VA with the Microsoft suite of products, Azure services, and professional services required to support the business needs of the entire enterprise.
VA Federally Funded Research and Development Center (FFRDC) Program
This program provides Strategic Management; Program, Product, and Project Management; Technical Management, to include system engineering and integration support services; Independent Evaluation and Audit; and Procurement (support and evaluation) for the VA enterprise.
