
Carlton Drew is the Executive Director of the Office of Administrative Review (OAR), within the Veterans Benefits Administration (VBA). In this role, he is responsible for VBA’s legacy appeals and modernized decision review (higher – level review) program for Veterans and survivors who disagree with a VBA decision on claim for benefits. Carlton is responsible for policy and procedure, quality, and training, and has operational control over 1,800 VBA employees.
Prior to OAR, Carlton served as the Hearing Office Director, U.S. Health and Human Services’, Office of Medicare Hearings and Appeals. In this role he was responsible for supervising administrative and adjudicatory activities in the Arlington and Atlanta Field Offices. He was responsible for Human Capital, Information Technology, Budget and Financial Management, Workload Management, and Space and Facilities Management.
Carlton began his career as a clerk-typist at VA Central Office in Loan Guaranty and subsequently served in a variety of positions supporting Service Members and Veterans as a Department of Defense civilian employee.
Throughout his career he has served in various leadership positions and is passionate about supporting underserved and underrepresented populations.
