
Jennifer Bover was appointed Executive Director of the Department of Veterans Affairs (VA) Pension and Fiduciary Service in Washington, DC, in October 2025. She brings a wealth of experience from previous roles, including Executive Director at the Togus Regional Office, Acting Executive Director at the New York Regional Office, Assistant Director at the Philadelphia and Wilmington Regional Offices, and earlier positions such as claims processor, Training Manager, first-line supervisor, Division Chief, and Lead Management Analyst for the Office of Field Operations.
As Executive Director, Ms. Bover is responsible for the oversight, policy, and procedures for pension, burial, dependency and indemnity compensation (DIC), unclaimed Veteran remains, and fiduciary programs. In this role, Ms. Bover oversees the administration of approximately $14 billion annually in non-medical VA benefits and services to over 760,000 Veterans and their families across the Nation. She also oversees the economic well-being of approximately 109,000 beneficiaries who are unable to manage their VA benefits through monitoring approximately 76,000 fiduciaries in the fiduciary program.
