Overview
External Provider Scheduling (EPS)
EPS enables VA to schedule Veterans faster by booking appointments directly into Community Care Network provider scheduling systems.
HealthShare Referral Manager (HSRM)
HSRM is a secure, web-based system VA uses to generate and submit referrals and authorizations to community providers.
Veterans Health Information Exchange (VHIE)
VHIE enables bi-directional sharing of Veteran Health Information between the VA and participating community providers.
Azure Rights Management Services (Azure RMS)
Azure RMS allows VA to securely exchange information with community providers using encrypted email.
External Provider Scheduling
External Provider Scheduling (EPS) helps VA schedule Veterans faster by booking directly into your scheduling system—no more back-and-forth calls or faxes. It includes the referral authorization number and fits into your existing workflow.

EPS is optional. You’ll still receive VA referrals through your current process if you don’t participate. But joining helps streamline care coordination and reduce administrative work. Email our engagement team to learn more.
How EPS works
Our team will work with your office to confirm your electronic health record (EHR) systems and integration needs. EPS works with over 150 EHR and scheduling systems, making it easier to plug into existing workflows.
Once you’re set up, you choose which scheduling blocks VA can access and keep full control of your calendar.
Frequently asked questions
Do I have to sign up for EPS to continue getting referrals from VA?
No. EPS is optional. You’ll continue receiving referrals through your current process if you don’t participate.
Can I change appointments VA makes in my calendar?
Yes. Contact VA using the information in your referral packet to reschedule or cancel EPS appointments.
How are reminders and notifications handled?
VA staff notify the Veteran once the appointment is scheduled. Any additional reminders are handled between you and the Veteran.
Can I access Veteran records through EPS?
No. Records and medical history are delivered through your preferred method—fax, secure email, Veterans Health Information Exchange or HealthShare Referral Manager.
Is EPS secure?
EPS complies with the Health Insurance Portability and Accountability Act (HIPAA) and the Privacy Act of 1974 to protect Veteran privacy and data security.
HealthShare Referral Manager
HealthShare Referral Manager (HSRM) is VA’s secure, web-based system for managing referrals and authorizations. It helps community providers receive referrals, submit requests for service (RFS), and share information with VA more efficiently.
What HSRM does for you

- Submit requests for service (RFS) online instead of fax or email
- View a Veteran’s clinical summary (diagnoses, procedures, medications)
- Share updates with VA quickly and securely
- Reduce delays in care, claims, and payment processing
HSRM prerequisites
Before you can access HSRM, your organization must have:
- An active Community Care Network (CCN) agreement with Optum or TriWest, or
- An active Veterans Care Agreement (VCA) with a VA medical center, and
- A National Provider Identifier (NPI) number listed in the agreement so VA can assign referrals
How to access HSRM
To access HSRM, you must complete 1 of the required trainings on the HSRM system listed below through the VHA TRAIN website. Creating a free TRAIN account takes only a few minutes. We encourage you to attend a live training if possible.
- 2-hour virtual HSRM system training (live webinar): Overview of receiving referrals, submitting RFS forms, and navigating HSRM.
- Offered weekly on Mondays, 2–4 p.m. ET; and Tuesdays, 1–3 p.m. ET
- Community Provider HealthShare Referral Manager Registration Course
- 2-part extended HSRM system training (live webinar): Covers the same content at a slower pace with more demonstrations and a live Q&A. Users must attend both Parts 1 and 2 to earn the Certificate of Completion.
- Part 1: Thursdays, 2–3:30 p.m. ET; Part 2: Fridays, 1–2:30 p.m. ET

- HSRM system eLearning (self-paced): An online course available 24/7 that covers the same material as the live trainings.

Once these steps are complete, contact the VA medical centers you partner with to let them know you have access to HSRM and to discuss your transition to using HSRM.
Each staff member must create an ID.me account and complete identity verification.
- Sign in or create an ID.me account on VA.gov
- Create an account with your work email address
- Follow the prompts to verify your identity (for example, driver’s license, passport)
Your organization point of contact completes theEnd User Tracker with staff details and submits it to HSRM Support.

NOTE: Please ensure the email addresses entered in the End User Tracker match those used for each respective user’s ID.me account.
Once approved, you will receive confirmation and can log into the Community Care Referral and Authorization (CCRA) website.

Veterans Health Information Exchange Program
Health information exchange allows VA and community providers to securely share Veteran health records such as medications, allergies, lab results, clinical notes and more. This bi-directional exchange also helps reduce the need for faxing or mailing records.
NOTE: If you are trying to view a referral submitted by VA, please utilize HealthShare Referral Manager.
VA connects through national and regional exchange networks like eHealth Exchange, Carequality, and CommonWell Health Alliance. If your organization participates in 1 of these networks, you may already have access through your electronic medical record system.

Azure RMS
Azure Rights Management Services (Azure RMS) is VA’s secure email tool for sharing Veteran health information. VA uses Azure RMS when sending sensitive information – you do not need to install software or create an account in advance.
Benefits of Azure RMS
- Receive Veteran health information securely by email instead of fax or mail
- Ensure messages and attachments are encrypted and privacy-compliant
- Reply securely to emails VA sends you, including attaching files back to VA
How Azure RMS works
When you as a provider receive an encrypted message from VA, you can open it directly in your email program, or open it in a web browser to read and reply securely.
How to open an encrypted message
- Open the email and follow the instructions in the message.
- Sign in with your existing email account, or create a free Microsoft account if prompted.
- Read and reply to the message in your email program or through a web browser
Limitations
- You cannot start a new secure email to VA; you can only reply to emails VA sends you
- You cannot send prescriptions through Azure RMS
