Who We Are
Department of Veterans Affairs (VA) Privacy Service (PS) is a division within the Office of Information and Technology (OIT). The service was founded in 2002 with the mission to preserve and protect the Personally Identifiable Information (PII) of Veterans, their beneficiaries, and VA employees by promoting a culture of privacy awareness and maintaining the trust of those we serve.
VA Privacy Service administers its programs according to the Privacy Act of 1974, the Office of Management and Budget Circular A-130, the Federal Information Security Modernization Act of 2014 or FISMA, the Social Security Number Fraud Prevention Act of 2017, and other federal laws, regulations, and policies.
VA Privacy Service works closely with Privacy Offices at the Veterans Health Administration, Veterans Benefits Administration, National Cemetery Administration and VA Central Office to implement VA’s privacy policies and programs. At VA, more than 400 Privacy Officers throughout the United States help protect the Privacy of Veterans, their beneficiaries, and VA employees in all VA technologies, programs, and policies.

Senior Agency Official for Privacy (SAOP), Assistant Secretary for Information and Technology and Chief Information Officer
Mr. Kurt DelBene serves as Senior Agency Official for Privacy, Assistant Secretary for Information and Technology and Chief Information Officer. Mr. Kurt DelBene oversees the day-to-day activities of VA’s $4 billion IT budget and more than 16,000 government and contract personnel to ensure that VA has the IT tools and services needed to support our Nation’s Veterans.
John Oswalt
Chief Privacy Officer (CPO) and Deputy Chief Information Officer for Freedom of Information Act (FOIA), Records Management and Assessment Compliance
John D. Oswalt was designated as VA Privacy Service’s new Chief Privacy Officer in August 2022. As Chief Privacy Officer, Mr. Oswalt administers VA’s Enterprise-wide Privacy Program on behalf of Mr. Kurt DelBene, VA’s Senior Agency Official for Privacy. He is directly supported by the Privacy Service team in collaboration with VA Administrations, Program and Staff Offices. Mr. Oswalt also implements and sustains VA’s privacy program and performs related functions, like providing oversight and approval of VA privacy policies.
LaShaunné David
Director, Privacy Service
LaShaunné G. David serves as Director of VA Privacy Service. She leads department-wide efforts to embed privacy considerations in VA policy, program planning, operations and stakeholder communication; and advises on matters having privacy impact.
