Justin Roberts serves as the Director of the Office of Strategic Support and Initiatives (OSSI). In this position, he supports VBA’s programs as an independent advisor and advocate for connecting strategy to actions to achieve better outcomes for Veterans, their families, caregivers and survivors.

Prior to joining OSSI, Justin served as the Chief of Modernization and Process Improvement within VBA’s Office of Business Process Integration (OBPI). In this position, he was responsible for the oversight and delivery of business IT initiatives aimed at modernizing VBA’s processes and systems and various modernization engagements with the VBA lines of business.

Justin began his VBA career in May 2007 at the Roanoke VA Regional Office where he held various positions including Veterans Service Representative, Rating Veterans Service Representative, and Supervisory Veterans Service Representative.

In 2014, he moved to VBA Headquarters and steadily assumed positions of increasing responsibility which included serving a program analyst and project manager in VBA’s Office of Field Operations in Washington DC. In this position, he was responsible for the implementation and oversight of transformational initiatives focused on improving disability claims process at VBA’s 56 regional offices, including the implementation of centralized mail processing.

Justin also served as a Senior Program Analyst and Acting Chief of OBPI’s Architecture, Planning, and Portfolio Management Division where he served as the senior business architect and led efforts to transition VBA business architecture to the industry wide architecture standard.

Justin is a Marine Corps Veteran and served during Operation Iraqi Freedom.

He received his bachelor’s degree in History from the Virginia Military Institute and Master of Business Administration from Averett University. In addition, he is a graduate of VBA’s Leadership Enhancement and Development Program in 2012, Excellence in Government Fellow in 2015, and Leadership VA in 2021.
