Onika Coke Muñoz serves as the Deputy Executive Director of Program Administration, and Chief Learning Officer, for the Veterans Benefits Administration (VBA) at the U.S. Department of Veterans Affairs (VA). In this role, she advises the principal senior leaders within VA on matters pertaining to VBA’s talent management programs and practices, applicable laws and regulations, in service to almost 32,00 employees nation-wide.
Prior to this appointment, Ms. Coke Muñoz served as the Deputy Director for VBA’s Office of Strategic Initiatives and Collaboration (OSIC), where she oversaw strategic operations for a team of internal organizational consultants responsible for the development, management, implementation, and oversight of VBA’s ideation and collaboration portfolio.
Prior to her service with OSIC, Ms. Coke Muñoz served as the Deputy Director, Leadership Development Division, in VBA’s Office of Employee Development and Training. There, she led organizational change and infrastructure improvements within a multi-faceted training enterprise providing instruction, program design and development, and professional development consultation to the field and central offices within VBA.
Ms. Coke Muñoz has over 15 years of experience in higher education with a focus in sociology and education policy; she has served as faculty and staff at a myriad of post-secondary and graduate-level institutions. She holds the Accomplished Coaching Certification from the International Coaching Federation and is an active member of OPM’s Federal Internal Coaching Network.
