Interim VISN 2 Network Director
Interim VISN 2 Network Director
Bruce Tucker was appointed as the Interim Network Director for the New York/New Jersey VA Health Care Network (VISN2) effective on 6/30/25. The VISN 2 Network includes 5 Health Care Systems, 4 Medical Centers, and 60 Community Based Outpatient Clinics in 87 counties across New York, New Jersey and Pennsylvania, that serves over 400,000 enrolled Veterans. Mr. Tucker was appointed as the SES Executive Director for the VA Finger Lakes Healthcare System in 2019.  Previously, as the Executive Director for the VA Finger Lakes Healthcare System, he oversaw delivery of health care services to more than 33,000 Veterans across the Finger Lakes region of New York and northern tier of Pennsylvania, including two Medical Centers and five Community Based Outpatient Clinics. Mr. Tucker joined VA in 1991 as a social worker and has held progressive leadership positions in VA. From December 30, 2021, to December 25, 2022, Mr. Tucker served as the Interim Executive Director at the New York Harbor Healthcare System. New York Harbor is a 1A system providing comprehensive services to over 44,000 Veterans.  Prior to being selected as the Executive Director for VA Finger Lakes Healthcare System, he had served as the Interim Medical Center Director and as the Medical Services Care Line Manager at Bath and Canandaigua where he planned and managed the delivery of medical services across facilities to achieve the organization’s mission. Mr. Tucker received the 2008 Under Secretary for Health Award for Excellence in Social Work Leadership and the 1999 Department of Veterans Affairs Secretary’s Hands and Heart Award.

Shawn De Fries was appointed as the Interim Deputy Network Director for the New York/New Jersey VA Health Care Network (VISN2) effective on 7/1/25. He previously served as the Interim Medical Center Director for the VA Western New York Healthcare System, Associate Director, VA Finger Lakes Healthcare System, and Acting Medical Center Director, VA Finger Lakes Healthcare System. He also served in the VHA Office of Health Informatics working with Integrated Veteran Care (formerly Office of Community Care).
Shawn joined the Department of Veterans Affairs after retirement from the US Army as a Medical Service Corps Officer and medic where he held several key leadership positions throughout his career to include command positions and directorships. He also worked for a hospital in the private sector as the Director of Clinical Quality. His other VA positions include Chief, Health Information Management and Chief, Health Administration Services.
Shawn is board certified in healthcare management as a Fellow in the American College of Healthcare Executives, is a Registered Health Information Administrator, and is published in the Journal of Pathology Informatics.
