VA Sierra Pacific Network (VISN 21) is one of 18 Veterans Integrated Service Networks (VISNs) in VHA. The network serves Veterans in northern and central California, Nevada, Hawaii, the Philippines, and U.S. territories in the Pacific basin. With 67 sites of care, VISN 21 provides comprehensive health care services through 7 VA medical centers, seven co-located community living centers and 56 community based outpatient clinics. All seven VISN 21 health care systems have highly successful clinical affiliations with prestigious universities in the areas of medicine, nursing and allied health professions. VISN 21 hosts the largest number of Centers for Excellence in VHA, receives the most research funding in VHA, and has collaborative relationships with it’s Department of Defense partners. VISN 21 is on par nationally with inpatient and outpatient satisfaction measures, often exceeding VHA national average.

The Manila VA Outpatient Clinic (OPC) is open and providing services on an appointment basis only. The OPC remains closed to walk-in appointments.
As of March 15, 2021, the Manila VA Outpatient Clinic is providing limited, in-person medical appointments, with the focus on completing specialty care services (Audiology, Cardiology, Dermatology, Ear/Nose/Throat (ENT), Pulmonology, and Ophthalmology) in-person. The Outpatient Clinic continues to provide most primary care and mental health services via telephone appointments. Veterans with scheduled appointments should expect a reminder phone call approximately one week before to confirm your appointment and will be advised at that time if their appointment is an in-person or telephone-based appointment.
The Manila VA Outpatient Clinic is not currently allowing walk-in appointments. Veterans who do not have a scheduled face-to-face appointment should not travel to the Outpatient Clinic. Please contact your health care team by telephone or by Secure Message within MyHealtheVet. VA Manila is enforcing this policy to limit the number of Veterans arriving daily and to ensure the clinic has enough waiting area space to allow for social distancing within the clinic.
Manila VA Outpatient Clinic continues to provide needed pharmacy services to Veterans. Most Veterans in Metro Manila can expect to receive their medications ordered by phone or online within 2 days, Luzon in 5 days, Visayas in 8-10 days, and within 10-14 days in Mindanao. Please keep these revised timelines in mind as you refill medications. Veterans can request medication refills by using VA Manila’s Automated Pharmacy Refill Line (#6982, Option 8) or through the MyHealtheVet Online Portal. Currently, the Outpatient Clinic is not able to mail perishable medication shipments due to restrictions with our shipping vendor. This includes some insulins and other refrigerated medications. Veterans should purchase these medications locally from community sources, and would be eligible for reimbursement by the Foreign Medical Program if for a service-connected condition.

E-Donate is an online donation option that allows community members the opportunity to give back to Veterans. E-Donate is a simple, safe way to pledge your support to Veterans at any VISN 4 VA medical center.
The E-Donate option allows donors to select from a number of accounts at their local medical center. Additionally, all VA administrative costs are appropriated, so donors can be sure that 100 percent of their donations goes to the accounts they select and the Veteran patients they choose to support.
Donations can be made by credit or debit card. The actual donation is made through a secure site at the U.S. Department of Treasury’s website. A minimum of $5 is required for online donation. Online donations can also be made on the VA’s Voluntary Services

Ada Clark was named Network Director for the VA Sierra Pacific Network (VISN 21) effective August 27, 2023. Previously she served Interim VISN 21 Network Director from January 1, 2023. In her role as Network Director, she oversees the operations of an integrated health care network spanning over 294,000 square miles, providing services to 475,000 Veterans in seven major health care systems located in Nevada, central/northern California, Hawaii, the Philippines, and the vast Pacific region including Guam, American Samoa, and the Commonwealth of the Northern Mariana Islands. VISN 21 has an operating budget of $6.7 billion and over 22,800 employees.
Before serving as Network Director, Ms. Clark was the Deputy Network Director in VISN 21 since September 2018 where she had overall responsibility for the strategic direction and administrative operations of the Network. Prior to her coming to VISN 21, Ms. Clark served as Assistant Director for VA San Diego Healthcare System from April 2016-August 2018 overseeing administrative operations, as well as Operations Officer for the VA Desert Pacific Healthcare Network (VISN 22) from January 2014-March 2016. Ms. Clark has more than 16 years of outstanding commitment to VHA’s mission in offering the highest quality health care to our Veterans.
Ms. Clark is board certified in health care management as a Fellow of the American College of Healthcare Executives and a member of the VHA Regents Advisory Committee. She was awarded VA’s GHATP Preceptor of the Year in 2023, an ACHE Service Award by the Northern California Chapter in 2019 and the ACHE Early Career Healthcare Executive VA Regent’s Award in 2015.
Ms. Clark holds a Bachelor of Science in Neurobiology/Biomedical Engineering from University of California, Irvine and a Masters of Public Health in Policy and Management from University of California, Los Angeles.

Jerry Mills, MBA, was named Interim Deputy Network Director for Sierra Pacific Health Care Network (VISN 21) on June 1, 2025, he previously served as the Chief Human Resources Officer and had served in that capacity since May 2018. In this role, Mr. Mills has direct oversight over the Network Human Resources operations for the seven Health Care Systems within VISN 21 as well as VISN office. Human Resources operations include Recruitment and Placement, Work Life Benefits, Workforce Planning, Employee/Labor Relations, Human Resources Information Systems, Compensation, Classification, Workers Compensation, and Personnel Suitability/Security. He also provides guidance and consultation to network and facility leadership.
Prior to this appointment, Mr. Mills served as the Human Resources Officer for the San Francisco VA Health Care System within VISN 21 from 2012 to 2018 and distinguished himself by improving collaborative efforts between Human Resources and the Health Care System’s supervisors and managers as well as the local bargaining unit leaders. His efforts resulted in a higher-level care for the Veteran patients.
Before joining VISN 21, he served as Assistant Human Resources Officer for the Shreveport VA Health Care System, in Shreveport, Louisiana from 2009 to 2012, Supervisory Human Resources Specialist from 2006 to 2009, and Human Resources Specialist from 2003 to 2006. Prior to joining the VA, Mr. Mills served on active duty as a Medic in the United States Army from 1991 to 1994. He also served honorably in the Army National Guard/Air Force Reserve between 1994 to 2005. He is a graduate of the University of Louisiana at Lafayette with a Master of Business Administration with a concentration in Health Care Administration.
Mr. Mills is an authentic leader who actively empowers his staff to be creative in finding solutions for their customers. He is very passionate about serving with the Department of Veterans Affairs and is committed to ensuring our Veteran patients are provided the highest level of care possible.

Dr. Regina Godbout was appointed as Chief Medical Officer, VA Sierra Pacific Network, VISN 21 (Pleasant Hill, California) on August 17, 2020. In this role she oversees all clinical programs, operations, and services for the network. VISN 21 serves Veterans in Northern and Central California, Nevada, Hawaii, the Philippines, and U.S. Territories in the Pacific Basin.
Dr. Godbout received her medical degree from Chicago Medical School/Rosalind Franklin University of Medicine in 1994 and completed her categorical Internal Medicine Residency at University of California, San Francisco in 1997. She went on to serve in the Navy, completing Advance Traumatic Life Saving (ATLS), Combat Casualty Care Course, and the Fleet Hospital Operations Field Training Course. Dr. Godbout served at both Balboa Naval Hospital and Marine Corps Base Camp Pendleton before joining a multi-specialty care practice in the Seattle area. She has served as a Medical Director, Chief of Medicine, and has managed a thriving private practice for ten years. She is currently an Associate Clinical Professor in the Department of Internal Medicine at the University of California, Davis.
Dr. Godbout’s special interests include Women’s Health, LEAN processes, and HRO principles. She strives to be a servant leader who advocates for Veteran-centric health care and a champion for excellence. Dr. Godbout served as interim Chief Medical Officer for VISN 21 and COVID-19 Incident Commander for six months prior to her appointment. In this capacity, she worked closely with facilities and their academic partners to coordinate pandemic efforts across the network. Dr. Godbout’s previous roles in VA include Deputy Chief of Staff for VA Northern California Health Care System, and Chief of Medicine, Women’s Health Medical Director and interim COS for VA Central California Health Care System.

Dr. Moore currently serves as the Chief Nursing Officer for VA Sierra Pacific Network (VISN 21). Since April 2023, she has served as the top executive for nursing and other patient care services, and a key member of the senior executive leadership team that leads the organization in strategic planning, organizational assessment, program development and evaluation, and policy development and execution. She has the accountability for ensuring across the network the establishment of standards of nursing practice and ensuring these standards are met. While in this role, she served as the executive leader for the successful implementation and activation of the “VISN 21 VA Health Connect Clinical Contact Center.”
Dr. Moore began her VA career in 2004 at the Birmingham VA Medical Center in Birmingham, Alabama and has since held various leadership roles in VHA. In 2024, she served as the Interim Medical Center Director at the VA Central California Health Care System in Fresno, California . Prior to her VISN appointment, Dr. Moore previously served as the Chief of Quality, Safety, and Value (QSV) at the VA Palo Alto Health Care System. Prior to this appointment, Dr. Moore served as the Associate Director of Patient Care Services/Nurse Executive & Deputy Associate Director of Patient Care Services/Nurse Executive at the VA Sierra Nevada Health Care System in Reno, Nevada from November 2016 to April 2021.
Dr. Moore graduated from the University of Alabama at Birmingham with her Bachelor of Science in Nursing 2004. Dr. Moore completed a Master’s degree in Nursing from the University of Alabama in 2012 and she completed her Doctor of Nursing Practice in 2020 with a focus in Healthcare Systems Leadership from Chamberlain University. Throughout her career, Dr. Moore has served on several committees and as a member of various professional and civic organizations such as: American College of Healthcare Executives, High Reliability Steering Committee, University of Nevada School of Nursing Community Advisory Board, Nurse Professional Standards Board, Education & Training Committee, Nurse Clinical Practice Council, Medical Records Committee, Sigma Theta Tau, Alabama State Nurses Association, Golden Key Honors Society, and The Belles. She has participated in the Senior Executive Assessment Program, National Leadership Assessment Program, Federal Executive Institute-Leadership for a Democratic Society (FEI-LDS) and is a VHA Certified Mentor. Dr. Moore is a Senior Executive Series Candidate Development Program, Graduate, QRB-Certified executive leader who is Lean Black Belt Trained and a certified Change Management Practitioner.
Finally, Dr. Moore is a native Alabamian and who is married with two children and two grandchildren. Her passion and commitment to service is rooted in her extensive family history consisting of Veterans who have answered the call to serve.

Leslie is a Master’s-prepared nurse and healthcare leader, bringing over 30 years of nursing experience and 20+ years of extensive experience in Quality, Safety, and Regulatory leadership, complemented by her credential as a Certified Professional in Healthcare Quality (CPHQ).
Throughout her career, Leslie has held progressive roles in the private sector, culminating in her position as Director of Quality Management at a 484-bed trauma center and contributed to Quality Management across a healthcare system that included Acute Care, Behavioral Health inpatient/outpatient, freestanding emergency departments and outpatient clinics. She joined the Veterans Health Administration (VHA) in 2014, where she initially served as the Chief of Quality Patient Safety (QPS) at the Amarillo VA Health Care System. She subsequently advanced to the role of Deputy Quality Management Officer (QMO) for VISN 17, where she oversaw quality management across seven healthcare facilities in Texas/New Mexico. During her tenure, she also fulfilled various acting roles, including Associate Director of Patient Care Services (ADPCS). Leslie serves as the Deputy QMO at the VA Sierra Pacific Network (VISN 21). Leslie has recently been detailed to the Office of Integrated Veterans Care (IVC) as the Quality Management lead in the VHA Health Connect program office and IVC.
Leslie’s experience has encompassed mentoring emerging Quality Management leaders, overseeing Risk Management and Peer Review programs, and contributing as a member of the Executive Leadership Team at the VISN. She provides consultation for accreditation oversight for Acute Care, Outpatient Clinics, Specialty Care Clinics, and Community Living Centers. Her expertise will also extend to clinical matters, ensuring continuous readiness for Joint Commission Accreditation with a special focus on high-risk areas, as well as oversight of Credentialing and Privileging, Medical Legal Affairs/Tort Claims, OIG initiatives, pharmacy, and Infection Prevention programs.

Arnold Ni currently serves as the Acting Chief Financial Officer for VISN 21. His detail began August 25. In his full-time role, Mr. Ni serves as the Chief Financial Officer at San Francisco VA Health Care System. In this role he oversees complex fiscal operations with an operating budget over $1B. He guides services with complex budget calls, improving local audits to ensure accuracy, and working with the VISN on programmatic needs.
Mr. Ni began his VA career in 2008 at VA Palo Alto Health Care System and transitioned to San Francisco VA Health Care System in 2013. His 17-year experience includes serving in various leadership roles in Finance. Leah Stapp currently serves as the Acting Chief Human Resource Officer for VISN 21. Her detail began October 1. In her full-time role, Ms. Stapp serves as the V21 Associate Human Resources Officer for Talent Acquisition and Retention. In this role, Ms. Stapp facilitates the operations of the Human Resources Office and serves as a consultant and advisor to Executive Leadership Teams as well as other managers and supervisors throughout V21. She began her VA career in 2003 at the VA Sierra Nevada
Health Care System. During her tenure with the VA, she has held positions in Employee and Labor Relations, Workers Compensation, Recruitment and Placement and Benefits. Prior to coming to the VA, Ms. Stapp worked for the National Park Service as a Human Resources Assistant.
Ms. Stapp obtained a Bachelor of Arts in Organizational Development from Montana State University and a Bachelor of Science in Environmental Engineering from New Mexico Institute of Mining and Technology.
