VA Health Connect is VA’s virtual health care service that makes it easier for you to get the right care, right now. With VA Health Connect, you can ask questions, get information and even be seen virtually by a VA health care provider. You can also:
VISN 4 Tele Emergency Care (formerly Tele Urgent Care) uses phone appointments or VA Video Connect (VVC) to conduct appointments privately and securely in a virtual medical room from anywhere using the camera on your smart phone, computer, or tablet. Tele Emergency Care can help treat many common conditions including:
A registered nurse in the VISN 4 RN Clinical Contact Center will evaluate your symptoms, provide a care recommendation and, if needed, schedule a virtual or face-to-face same day appointment. Our Tele Emergency Care providers are available from 7 a.m. to 11 p.m. ET, 365 days per year, and there are NO copayments! Tele-EC is comprised of emergency medicine providers available on-demand for consultation on a variety of emergency situations. Our Tele EC providers can help to reduce unnecessary trips to the emergency department or recommend the right level of care and urgency to seek care.
NOTE: Tele Emergency Care supports but does not replace in-person care. If you believe that your condition is life threatening, call 9-1-1 or go to the nearest emergency department.
If you have a non-urgent health care question, you can use VA Health Chat to quickly connect with a VISN 4 Clinical Contact Center nurse. Our nursing staff is available to chat from 7:30 a.m. to 4 p.m. ET Monday through Friday except holidays.

We are pleased to share the latest issue of Vision for Excellence. In this issue, we highlight the health care services available to women Veterans in VISN 4, and we feature a VA volunteer from Wilmington providing support to women Veterans. We also feature our most recent ICARE awardees, pharmacogenomic testing, and our on-demand tele emergency care.

Over the past year, we completed 229,035 toxic exposure screenings and continued our hiring and onboarding initiative. We also expanded virtual care by completing more than 475,000 telehealth visits, enhanced our commitment to suicide prevention, embraced whole health, and continued our journey to become a high reliability organization.
We continue to provide exceptional health care for our Veterans, and our recent trust score of 94.4 is the highest of any VISN in the country.
We are pleased to share the 2023 annual report for VA Healthcare-VISN 4.
Over the past year our staff continued to serve Veterans with military environmental exposures, and 229,035 Veterans in VISN 4 have received a toxic exposure screening. We continued toward our goal of hiring staff faster and more competitively, and we expanded virtual care by completing more than 475,000 telehealth visits. We also enhanced our commitment to suicide prevention, embraced holistic models of care through our whole health initiative, and continued our journey to become a high reliability organization.

E-Donate is an online donation option that allows community members the opportunity to give back to Veterans. E-Donate is a simple, safe way to pledge your support to Veterans at any VISN 4 VA medical center.
The E-Donate option allows donors to select from a number of accounts at their local medical center. Additionally, all VA administrative costs are appropriated, so donors can be sure that 100 percent of their donations goes to the accounts they select and the Veteran patients they choose to support.
Donations can be made by credit or debit card. The actual donation is made through a secure site at the U.S. Department of Treasury’s www.pay.gov. A minimum of $5 is required for online donation. Online donations can also be made on the VA’s Voluntary Services website.
With VA health care, you’re covered for regular checkups with your primary care provider and appointments with specialists (like cardiologists, gynecologists, and mental health providers). You can access Veterans health care services like home health and geriatric (elder) care, and you can get medical equipment, prosthetics, and prescriptions. Network Director
Mr. Liezert was appointed VISN 4 Network Director effective September 1, 2019 after serving as Acting VISN 4 Network Director since February 11, 2019. Previously, Mr. Liezert was the Director of the Orlando VA Medical Center since August 2006, and he served as Acting VISN 8 Network Director from March 2017 to February 2018. His tenure also includes positions as Acting Director and Associate Director at the VA Western New York Healthcare System, Acting Director at the Lebanon VA Medical Center, and Associate Director at the Lebanon VA Medical Center and the Battle Creek VA Medical Center.
Mr. Liezert began his VA career as an Engineering cooperative student at the VA Northeast Ohio Healthcare System in Cleveland, Ohio. He also worked in engineering and facilities management positions at several VA medical centers in Indianapolis, Indiana; Castle Point, New York; and Battle Creek, Michigan.
He received his undergraduate degree in Civil Engineering from the University of Akron and a Masters of Business Administration degree from Western Michigan University. Mr. Liezert is also a Fellow of the American College of Healthcare Executives (FACHE).

Chuck Thilges began his appointment as the VISN 4 Deputy Network Director on January 29, 2018.
Chuck joined the VA as the Fiscal Administration Supervisor at the Pittsburgh VA Healthcare System in November 2005. Most recently, he served as the VISN 4 Chief Financial Officer in February 2016 to January 2018. Prior to this position he filled the role of the VA Pittsburgh Healthcare System Chief Financial Officer from October 2009 to January 2016. He also served as an Auditor for the VISN 4 Network Office May 2008 to September 2009.
Chuck holds a Master’s Degree in Business Administration – Healthcare and Bachelor’s Degree in Accounting from Waynesburg University. He also holds Associates Degrees in Financial Management and Fire Science, from the Community College of the Air Force.
Chuck is 20 year Air Force Veteran, serving 10 Years in Financial Management and 10 years as a Fire Fighter.
