The Advisory Committee Management Office provides guidance and support to VA’s Federal advisory committees, which are a key component of VA’s overall strategy to achieve stakeholder and public engagement.

Jeffrey Moragne
Director, Advisory Committee Management Officer, Department of Veterans Affairs
Mr. Jeffrey Moragne is the Director, Advisory Committee Management Officer, Department of Veterans Affairs. Prior to coming to this position, Mr. Moragne held various positions in the Department, such as the Deputy Director of the Leading EDGE Program Management Office, Operations Director of the Corporate Senior Executive Management Office, Assistant Director of the Benefits Assistance Service, and Special Assistant for Strategic Planning to the Under Secretary for Benefits.
Better known as “Boomer,” he is an Air Force Academy graduate who served 27 years as a fighter pilot, joint service officer, and an accredited US diplomat, retiring in 2008 as a Colonel. Boomer has a Master’s degree in Aviation Science from Embry-Riddle and is fluent in multiple languages. He has served in Europe, Asia, and the Americas.

Mrs. Jelessa Burney has over 23 years of Federal experience working at the Department of Veterans Affairs. Currently, Mrs. Burney serves as a Program Specialist in the Advisory Committee Management Office, Office of the Secretary. In this role, she is responsible for assisting the VA Federal advisory committees achieve their chartered mission, which renders benefits, education, healthcare, rehabilitative services, and support to the Nation’s Veterans, families, caregivers, and survivors.
Prior to coming to this position, Mrs. Burney held vast positions in the Department such as the Program Analyst and certified Contracting Officer Representative in the Leading EDGE Program Management Office; Human Resources Specialist in the Corporate Senior Executive Management Office; Management and Program Analyst in the Executive and Employee Recruitment Office for Office of Information and Technology; and Human Resources Specialist and Veterans Service Representative in the Veterans Benefits Administration.
Mrs. Burney has proven leadership in designing and overseeing the implementation of a self-paced training course; epitomizes excellent customer service: effective/strategic planner, motivator, and operator; and is a results-oriented collaborator whose concise and fluid communications are a colossal means for consistent approaches in cultivating productive relationships with key leaders and stakeholders. She has a master’s degree in public administration from the University of New Orleans and an undergraduate degree in Political Science from Dillard University. Mrs. Burney is a 2021 Leadership VA graduate. She is also an active member of Delta Sigma Theta Sorority, Inc.

Dr. LaTonya L Small has over 34 years of experience working with the Federal Government and private/non-profit organizations. Her vast technical knowledge and experience enabled her to be viewed as an expert in areas such as leadership, workforce development, strategic planning, program management, and organizational development. She developed, managed, facilitated, and evaluated leadership development programs, strategic planning initiatives, and organizational development for numerous agencies.
Currently, with the Department of Veterans Affairs, Dr. Small assists federal advisory committees in achieving their charter mission of supporting and serving our veterans. In her career, she served as Chief for the Freedom of Information Act and Privacy Act Office for the Defense Threat Reduction Agency, Executive Training and Development Specialist for VA’s Corporate Senior Executive Management Office, Senior Training Officer with the Corporation for National and Community Service, Human Resources Specialist for Office of Personnel Management. Dr. Small holds a Doctorate Degree in Human Resources Development from the George Washington University, a Master’s Degree in Public Administration from the University of Missouri-Columbia, and an undergraduate degree in Business Management from Hampton University.
