Ms. Meredith Bedenbaugh‑Thomas is the Executive Director for the Office of Acquisition, Program Management, and Performance (OAPMP) within the Office of Acquisition, Logistics, and Construction (OALC). In this role, she provides senior executive leadership for the planning, governance, and delivery of nearly $100 billion in acquisition programs that support Veterans, their families, caregivers, and survivors.

She oversees VA’s enterprise portfolio for major acquisition program management, performance oversight, strategic category management, program advisory services, and acquisition workforce development. Executing Department‑wide acquisition, program management, and performance responsibilities on behalf of the VA Chief Acquisition Officer, Ms. Bedenbaugh‑Thomas provides strategic leadership for VA’s integrated acquisition workforce—advancing Department‑wide planning, development, and readiness for more than 17,000 professionals and ensuring disciplined requirements, credible baselines, and measurable results for VA’s largest and most critical investments.

Before assuming her current role, Ms. Bedenbaugh‑Thomas served as the Principal Senior Advisor for OALC. Previously, she was the Executive Director of the Enterprise Program Integration Office within the Office of Enterprise Integration, where she led integration and oversight of major Departmental transformation initiatives. Since joining VA in 2012, she has held several leadership roles, including directing VA’s Transition Assistance Program—educating more than 477,000 transitioning service members and families annually—and developing VA’s Operational Management Review model to strengthen strategic oversight of key initiatives.

Throughout her federal and commercial career, Ms. Bedenbaugh‑Thomas has served as a seasoned acquisition and program management executive, with experience as an unlimited‑warrant contracting officer and a major systems program manager. In support of the CAO, her vision is to deliver high‑impact acquisition programs that measurably improve outcomes for Veterans, families, caregivers, and survivors—supported by a future‑ready, integrated acquisition workforce.

A third‑generation Veteran, Ms. Bedenbaugh‑Thomas previously served in the U.S. Army Judge Advocate General’s Corps. She holds a Master of Arts in National Security and Strategic Studies from the Naval War College, a Master of Arts in Acquisition and Contract Management from the Florida Institute of Technology, and a Bachelor of Arts in U.S. Policy and Politics from George Washington University. She also holds Federal Acquisition Certification Level III credentials in Contracting (FAC‑C) and Program/Project Management (FAC‑P/PM).
