Mr. Simms serves as the Executive Director for the Office of Asset Enterprise Management (OAEM), within VA’s Office of Management; and serves as VA’s Chief Sustainability Officer and Senior Real Property Officer. Mr. Simms oversees the full life-cycle management of VA’s real property portfolio, one of the largest portfolios in the Federal Government. These responsibilities include ensuring effective and efficient corporate-level management of VA capital assets to better serve Veterans and their families. He is also responsible for development of the VA’s capital budget request and long-range strategic plan for VA’s various capital programs, employing strategic vision to ensure investments are fully supportive of the agency mission and priorities. He also provides oversight of the Enhanced-Use Lease program, energy management program, and management of underutilized property for reuse and disposal.
Prior to serving as the Executive Director, he served as the Deputy Executive Director since 2018 and as the Director of the Capital Asset Management Service (CAMS) within OAEM for 10 ten years. As Director of CAMS, he and his team worked to establish VA’s Strategic Capital Investment Planning process, supported government-wide real property reporting, monitored and analysed VA’s real property portfolio, and managed VA’s lease delegation process from the General Services Administration. Prior to coming to the VA in 2009, Mr. Simms worked as a business and information management consultant supporting both private and public-sector organizations. His focus was on developing solutions to address a wide range of management and business challenges across multiple industries.
