This is a new position for the Office of Construction and Facilities Management. CFSO will lead department level planning, coordination, and advise and assist the Executive Director in implementing enterprise facilities life cycle program management necessary to ensure full compliance with 38 USC 312A specified oversight and management responsibilities. The position is focused upward and outward to implement significant facilities business processes and strategy reforms in support of VA objectives.
Mr. Becker’s career spans more than four decades including over 25 years of executive leadership in Health Care Administration and Corporate Facilities Life Cycle management of large organizations delivering healthcare, medical research, and training in the military, public services, and private industry. He most recently served as a DoD Highly Qualified Expert and Senior Advisor, Medical Facilities Programs for the Headquarters, U.S. Army Corps of Engineers. Previously served as a Senior Healthcare Facility Consultant in the private sector supporting both the VA and DoD. Recognized industry leader engaged across a broad spectrum of health industry organizations to include Life Fellow, American College of Healthcare Executives; Fellow Emeritus, Health Facility Institute; Board of Directors, Health Facility Institute; Former Advisory Board, Center for Healthcare Design; Former Executive Board, Institute for Healthcare Infrastructure Research; Former Preceptor, U.S. Army-Baylor University Graduate Program in Healthcare Administration, and former Health Facility Planning Consultant to the U.S. Army Surgeon General.
Experience includes serving as the Military Health Systems (MHS) most senior medical facilities executive for over a decade, where he exercised broad responsibilities to plan, program, fund, design, construct, outfit, and operate the DoD medical infrastructure-over 1,000 medical facilities worldwide. Led implementation of the 2005 Base Realignment and Closure (BRAC) medical facilities recommendations for the MHS, ensuring over $12 Billion in new projects were completed on or ahead of schedule. Also led establishment of the DoD Health Facilities Shared Service, integrating functions, budgets, and operations of the Amy, Navy, and Air Force Medical departments. Served as the U.S. Army Medical Commands most senior medical facilities executive for 5 years, exercising broad management responsibilities for over 350 medical facilities worldwide.
