Kurt serves as VBA’s Director, Office of Program Integrity and Internal Controls. As Director, he has overall responsibility for facilitating, resolving, and responding to internal and external oversight activities in cooperation with VBA senior leaders. Kurt leads a team of skilled analysts who serve as VBA’s primary liaisons to the Office of Inspector General, Government Accountability Office, and other oversight entities.

Kurt began his VA career in 1990 as a Budget Analyst in the Loan Guaranty Division of VBA’s Office of Resource Management. He rose through progressively more responsible roles related to VBA’s benefit program budgets and business line performance plans and eventually became the Team Leader for Housing and Insurance Programs.

In 1998, Kurt joined the VA Office of Inspector General (OIG) as the Administrative Officer where he supervised the coordination and management of OIG fiscal and administrative support activities. He was later appointed as OIG’s Deputy Director, Financial and Administrative Support Division, where he served until returning to VBA in 2002.

Born in Carbondale, Pennsylvania, Kurt holds a bachelor’s degree from the University of Scranton, and a master’s degree in Public Administration from George Mason University. He is a 2004 alumnus of the Federal Executive Institute’s Leadership for a Democratic Society program and Leadership VA, class of 2003.
