Mr. Eugene Lockwood-Shabat was sworn in as the Associate Deputy Assistant Secretary for Planning and Performance Management, Office of Enterprise Integration, Department of Veterans Affairs on June 6, 2022. In this role, he is responsible for VA strategic planning and performance management, interagency collaboration, and enterprise risk management. Prior to joining VA, Mr. Lockwood-Shabat served as a member of the Senior Executive Service with the Department of the Interior where he led the Office of Budget and Program Review and was responsible for the formulation and defense of the agency’s $17 billion budget before the Office of Management and Budget (OMB) and Congress.
Mr. Lockwood-Shabat began his career at Los Alamos National Laboratory working on nuclear security issues. After overseas assignments with the Department of Energy, he joined the Commerce Department as a policy analyst. During his time at Commerce, Mr. Lockwood-Shabat worked on export control programs with foreign governments and served on the Secretary’s budget staff with responsibility for policy, legislative, and management matters involving the National Oceanic and Atmospheric Administration, one of the nation’s premier science agencies. From 2010 to 2019, Mr. Lockwood-Shabat served in key operational roles with the Department of Homeland Security (DHS), supporting interagency efforts to prevent nuclear terrorism. During his time at DHS, as Director of Analysis for the Department’s Office of Strategy, Policy, and Plans, Mr. Lockwood-Shabat also led the interagency Quadrennial Homeland Security Review; the Homeland Security National Risk Characterization; and development of the DHS Strategic Plan.
Mr. Lockwood-Shabat holds a Master’s degree in International Policy Studies from the Middlebury Institute of International Studies at Monterey and a Bachelor of Arts from the University of Southern California. He is a graduate of the Commerce Department’s Executive Leadership Development Program, an alumnus of the National Nuclear Security Administration’s Graduate Fellowship Program, and the recipient of numerous awards for exemplary public service, including the Department of Commerce’s Bronze Medal for Superior Federal Service and the Secretary of Commerce’s Gold Medal for Distinguished Achievement, the Commerce Department’s highest honor.
