Andrew McIlroy, MS, MS, Deputy Assistant Secretary for Budget

Andrew McIlroy is the Deputy Assistant Secretary (DAS) for Budget. He began his service with the VA on June 25, 2018. As the DAS, he serves as the primary budget advisor to the Secretary and is responsible for preparing and overseeing the execution of the VA budget totalling more than $300 billion. 

Prior to joining the VA, Mr. McIlroy served as the Budget Director for the Farm Service Agency (FSA) at the US Department of Agriculture (USDA). As the Budget Director at FSA he supervised the formulation and execution of the $1.5 billion FSA operational budget supporting more than 12,000 FSA employees across the country; the FSA farm loan program with a portfolio of $25 billion; and the FSA $20 billion mandatory farm programs budget providing funding for USDA price support, conservation, and international food assistance programs. 

Mr. McIlroy began his federal career in 2001 as a program examiner with the Office of Management and Budget (OMB). After leaving OMB in 2006, he held a series of budget and financial management leadership positions with the Federal Bureau of Investigation, Immigration and Customs Enforcement, and the Office of Energy Efficiency and Renewable Energy at the Department of Energy.   Mr. McIlroy holds a Master of Science degree in Public Policy and Public Management from the Heinz School at Carnegie Mellon University. He also has a Master of Arts degree in History from the University of Akron and a Bachelor of Arts degree in History from St. Olaf College in Northfield, MN.
