Mr. Edward J. Murray, Principal Deputy Assistant Secretary for Management and Deputy Chief Financial Officer at the Department of Veterans Affairs (VA) is the principal advisor on activities and initiatives to improve VA fiscal operations including budget, financial management, financial management business transformation, business oversight and enterprise asset management programs. In this role, he directly supports the Assistant Secretary for Management and Chief Financial Officer with accountability of the overall budgeting and financial management of VA’s $300+ billion budget, as well as securing VA’s 24th consecutive unmodified audit opinion on the Department’s Consolidated Financial Statements.
Since joining the VA in 2001, Mr. Murray serves as the subject matter expert for Department-wide financial policy formulation and financial statement preparation; managing enterprise financial operations, including VA’s Financial Services Center in Austin, Texas and VA’s Debt Management Center in St. Paul, Minnesota; and corporate financial applications including VA payroll, time and attendance and financial management systems. Mr. Murray is also the champion of the VA’s Financial Management Business Transformation initiative to replace VA’s antiquated finance and acquisition systems and improve VA’s financial stewardship and funds oversight. Â
With over 18 years of distinguished Senior Executive Service accomplishments, Mr. Murray has a proven track record of securing and executing resources in support of our most important national asset, America’s Veterans, which is the basis for his 2021 Distinguished Executive Presidential Rank Award and two previous Meritorious Executive Service Presidential Rank Awards in 2005 and 2011. He also received distinguished awards from the Commandant of the Coast Guard, Secretary of Transportation and the American Society of Military Comptrollers.
Prior to his current appointment, Mr. Murray served as the Acting Assistant Secretary for Management and was the Deputy Assistant Secretary for Finance from December 2004 and February 2014. Mr. Murray has a Bachelor of Science degree in Accounting from Virginia Tech, Blacksburg, Virginia, and a Master of Science in Information Systems Management from the University of Denver.
