Guy T. Kiyokawa, Assistant Secretary for Enterprise Integration

The Honorable Guy T. Kiyokawa was nominated by President Biden on June 9, 2021, and confirmed by the U.S. Senate on October 28, 2021, to serve as Assistant Secretary for the Office of Enterprise Integration (OEI). In this role, he advises the Secretary of Veterans Affairs and senior leaders on strategic planning, performance and risk management; policy and analysis; data analytics, statistics and governance; and interagency coordination and collaboration.

OEI provides the Office of the Secretary with integrated management capabilities to oversee the Department and effectively fulfill its statutory responsibilities to America’s Veterans, their families, caregivers and survivors.

Prior to his nomination, Mr. Kiyokawa served as Deputy Director of the Defense Health Agency (DHA), a joint, integrated Combat Support Agency that enables the Army, Navy, and Air Force medical services to provide a medically ready force to Combatant Commands in both peacetime and wartime. Prior to joining the senior executive service, Mr. Kiyokawa served in the U.S. Army as a Medical Service Corps officer. He completed his military service as the Chief of Staff of the DHA, where he played a pivotal role in standing up the Defense Health Agency. With the creation of the DHA, he drew upon his decades of experience leading people and organizations though large-scale change.

Mr. Kiyokawa previously served as the Director for Facilities, U.S. Army Medical Command, where he was responsible for all facets of life cycle management for 33.4 million square feet of medical infrastructure. His career features leadership positions at all levels of health care operations including clinics, community hospitals, regional medical centers, and regional medical commands. Mr. Kiyokawa also served as an Aeromedical Evacuation Pilot, flying the UH-1V Huey helicopter.

Mr. Kiyokawa was born and raised in Honolulu, Hawaii. He holds a Master’s Degree in Health Administration from Baylor University and a Bachelor of Science in Civil Engineering from the University of Southern California.
