Dr. Lisa Davis serves as the Associate Executive Director (AED) for the Office of Strategic Acquisition Management Initiatives (SAMI). As the AED of SAMI, Dr. Davis oversees the VA Acquisition Management Program (AMP), Office of Acquisition Lifecycle Framework (ALF), along with the Office of the Functional Acquisition Manager– Program/Project Management (FAM-P/PM) and the Office of Functional Acquisition Manager– Contracting/Contracting Officer Representative (FAM-C/COR). Under her leadership, Dr. Davis spearheads numerous initiatives aligning to the VA modernization and transformation of Acquisition Management (AM); while driving improvements to comport with the Service Acquisition Reform Act (SARA) along with driving change leading to standards for policy development, acquisition workforce development, acquisition business systems, and organizational business strategies focused on the end-to-end (E2E) acquisition lifecycle.
Dr. Davis has over 20 years of federal acquisition expertise with numerous achievements as a strategic and tactical thought leader spanning the acquisition lifecycle. She has served at the enterprise level of 4 Cabinet Level Departments, three of which are the largest Federal agencies, leading acquisition efforts to ensure compliance requirements for various acquisition activities related to healthcare, large-scale professional services, IT support services, financial management, and human capital.
Dr. Davis is a member of the National Contract Management Association and National Society of Leadership and Success.
