
Mr. Christy is the Principal Executive Director for the Office of Acquisition, Logistics, and Construction (OALC) and serves as the VA’s Chief Acquisition Officer. In this role, he acts as the senior advisor to the Secretary, overseeing all acquisition activities within VA.
He manages 17,000 acquisition professionals, with an annual procurement budget of $65 billion, and supervises nearly $100 billion in major programs. His responsibilities also include leading VA’s $22 billion construction and leasing initiatives, supporting the country’s largest integrated healthcare system that delivers care at 1,255 facilities to over 9 million Veterans. Additionally, Phil is committed to nurturing the next generation of federal leaders. As chairman of VA’s Acquisition Academy board, he directs programs focused on training, professional development, and career growth for acquisition specialists across the federal government. His guidance helps ensure thousands of professionals receive the training and mentorship needed to improve acquisition performance nationwide.
Mr. Christy is a retired U.S. Army Medical Service Corps Officer, having served in multiple senior acquisition, construction, and logistics roles during his 20-year career. He is a native of Renton, Washington. He holds an Executive Juris Doctorate in Health Law from Concord University of Law, a Master of Science in Health Care Administration from Central Michigan University, and a Bachelor of Arts in Spanish and Business from Washington State University. Mr. Christy also holds professional designations as a Fellow of the American College of Healthcare Executives (FACHE), Certified Federal Contracts Manager (CFCM), Certified Materials and Resource Professional (CMRP), and Project Management Professional (PMP). Additionally, he has Defense Acquisition Workforce Improvement Act Level III Certifications in Program Management and Contracting.
