Office of Construction and Facilities Management

The Office of Construction & Facilities Management (CFM) oversees major construction projects over $20 million and acquires real property for VA elements through purchase and long-term leases. CFM ensures the delivery of high-quality buildings and renovations for Veterans while managing facility sustainability, seismic corrections, physical security, and historic preservation.

Offices

Office of Real Property (ORP)

The Office of Real Property (ORP) supports VA’s mission by acquiring land for VHA and NCA, leasing space, and facilitating property transfers, disposals, and easement grants. It provides policy guidance to VA offices on real property and conducts real estate investment analysis. ORP also manages the Lease Credentialing Program (LCP) and Lease Contracting Warrant (LCO) Program for VA.

Environment Program Office (EPO)

The VA CFM Environmental Program Office coordinates the National Environmental Policy Act (NEPA) program and is responsible for Federal Environmental Regulatory requirements compliance.

Historic Preservation Office (HPO)

The VA Historic Preservation Office keeps information about VA’s programs to comply with Federal preservation requirements.

Programs and Services

Cost Estimating

CES provides oversight of the programs for construction cost estimating and budgeting, estimates overall construction costs, manages the value management program, and provides estimating support.

Contracting

The Office of Construction and Facilities Management is responsible for VA construction projects that exceed $20 million in construction costs. Included here are construction solicitation documents and wage rate determinations.

Consulting Support Services

The Consulting Support Service (CSS), created in 1994, is VA’s in-house resource to provide a wide array of technical architectural and engineering services to all VA facilities and projects.

Facilities Condition Assessment (FCA) Program

The FCA is a comprehensive evaluation of the facility’s site and building systems. The FCA is a proactive facility management process that provides a clear picture of a facility’s condition. CFM performs FCAs at every owned VHA, VBA, and NCA facility every four years. FCAs support data-driven decision-making on maintenance, repairs, and capital planning. FCA results are documented in the Capital Asset Inventory (CAI) database.
