Overview
The Office of Construction & Facilities Management (CFM) is in Washington, DC. CFM provides design, major construction, and lease project management, design and construction standards, and historic preservation services and expertise to the Department of Veterans Affairs to deliver high quality and cost-effective facilities in support of our Nation’s veterans.
In CFM, contracting staff members typically solicit general construction contractors and Architects/Engineers (A/Es) as well as other requirements usually valued between $30 – $100 Million.

Head of Contracting Activity (HCA)
The contracting team serves as the Head of the Contracting Activity (HCA) for Construction and Facilities Management {CFM); as well as the Principal Advisor to the Executive Director of CFM on major construction, architect and engineer {A/E) design services, and leasing support service contracting.

Office of Small & Disadvantaged Business Utilization
To support the Secretary’s priorities by enabling Veterans to gain access to economic opportunities by developing policies and programs, informed by customer feedback, that improve market research, increase direct access, and maximize the participation of procurement-ready Veteran-Owned Small Businesses and Service-Disabled Veteran-Owned Small Businesses in federal contracting.
Davis Bacon Wage Rate Determination
A wage determination is the listing of wage rates and fringe benefit rates for each classification of mechanics and laborers for which the Department of Labor has determined to be prevailing in a given area for a particular type of construction.
The Davis Bacon Act mandates that all Federal Government construction contracts and the contracts for federally assisted construction over $2000 must contain the appropriate Davis-Bacon Wage determination.
