Lifecycle Tracker
Steps to create and update Enterprise policies
The lifecycle tracker walks you through the phases of creating and updating policies. It aligns tools and templates to steps in the publishing process.
Finalize
What this step requires:
- Consolidate all review and concurrence signatures on VA Form 4265.
- Finalize all documents.
- Obtain final approval and signatures from the authorized senior leader (Under/Assistant Secretaries or other Key Officials) on the final PDF of the policy.
How EPMO supports this step:
- Confirms correct coordination of the policy based on its defined scope.
- Ensures the form is complete and ready to include in the final publication package.
- Reviews leader signature blocks for correct formatting and delegation authority.
- Confirms that all required policy steps were completed before senior leader sign-off.
- Helps prevent approval errors and records all necessary approvals for publication.
Packages going to the Office of the Executive Secretariat:
Packages that require approval from the SECVA, DEPSECVA, or COSVA must require all necessary authorized signers plus OGC concurrence before Executive Secretariat can move the package forward for their signature/approval. This includes Directives assigning responsibilities to these positions, as well as Delegations or Designations of Authority requiring their approval. Each VA administration and staff office has an assigned liaison responsible for managing these correspondence packages. Please coordinate with your Correspondence Liaison to prepare and transmit your package to EXECSEC. The list of Correspondence Liaisons can be found at: VA Program & Staff Office Correspondence Liaisons.
Do you anticipate preparing multiple packages for SECVA, DEPSECVA, or COSVA approval? Sign up for Action Officer Training to learn the process here: Action Officer Training.
