Subject: Rescission of the Department of Veterans Affairs Procurement Policy Memorandum (2017-05) – Use of Integrated Product Teams for Major Acquisitions.
Purpose: To rescind the Department of Veterans Affairs (VA) Procurement Policy Memorandum (PPM) (2017-05), Use of Integrated Product Teams (IPTs) for Major Acquisitions (Revised), and Acquisition Policy Flash! 17-07, Use of Integrated Product Teams (IPTs) for Major Acquisitions (Revised).

Background: Implemented October 27, 2016, PPM 2017-05 contains outdated information. The applicability of IPTs in PPM 2017-05 is based on acquisitions valued above $7 million (including options), and required for complex acquisitions valued at less than $7 million when there is considerable technical, program, or business risk to the Government. However, the $7 million threshold is an outdated arbitrary amount, and the need for IPTs should not be based on a random dollar threshold but on complexity and risk to the Government. Applicability: This notice applies to all contracting activities
Action Required: VA personnel must comply with the guidance found in the VA Acquisition Regulation and VA Acquisition Manual, along with Heads of Contracting Activities’ specific processes and guidance.
